AQ/AW glitch?

I use 3 champs in AW for offense. Aq starts an hour later and those champs are available for using for AQ. I have started paying this game a couple years ago, took a break and came back. Aren't the Champs supposed to be locked, or are they unlocked for Alliance Events. They are locked for normal quests though. Is this a feature or glitch? I don't really remember since the last time I played, but i'm pretty sure they are supposed to be locked.

For AQ, champs locked in quest can still be used in AQ up to Normal difficulty.

This is an implemented change.
