Shrug off not working for some skill champs

It appears as though some of the skill champs are not able to shrug off debuffs properly. I noticed this in the Cavalier event quest chap 2 quest 2. I saw this happen with moleman and hitmonkey. Notably, the suicide mastery debuffs could not be shrugged off. I have a video of the behaviour here:
