So,I tried falcon in abyss, but how is he able to gain cruelty charges even if he opponent cannot evade, like thing, he was able to gain charges at every hit.

It gives him a cruelty every time an evade would occur but is prevented, they have 1% chance to evade every hit In first set of charges and 2% in 2nd set.
