Question About Horseman Magneto's Ability

Alright, as stated in his spotlight, it is written that Magnet (red) reduces #Metal opponents Ability Accuracy by 70% i.e. they suffers -70% Ability Accuracy. So the question is, if you make Magneto (Red) Horseman, will the Ability Accuracy Reduction be increased to -100%? I know it's stated in spotlight that being a Horseman only increase Offensive Ability Accuracy by 30%, that's why I was wondering if Magneto's Ability Accuracy Reduction is Offensive Ability Accuracy Reduction or not.

    just like hi guys mentioned, it just increases the odds of applying the debuff and not the potency of debuff, so the aar would still be 70%
