Magneto x psycho -man (EQ Cavalier)

Why is this happening? I fought Psycho Man already 5 times and 3 times Magneto didn't magnetize Pscho Man in Cavalier Quest. Can someone clarify why?

    If you use a heavy at the start, he is in that Control: Heavy phase and so, put's a concussion on you. Trying charging heavy after placing the magnetism
