i say apoc becuase of how much he can enhance other mutants, let alone his awesome damage and utility himself.

Depends on the rest of your roster. Do you have mutants who would substantially benefit from becoming Horsemen ranked up already? If so, then Apoc probably gives you the better value. If not, then Magneto probably does (depending on what content you’re trying to get done).

My Magneto is r5 and my Apocalypse is r4. If I was in your situation I'd do Magneto but plan to come back to Apocalypse. People don't realize, at least I didn't, that Apoc is great on his own. Not better than Magneto but almost no one is. Almost any other champ I'd go Apocalypse.

apoco has weak damage and bleh utility, not worth rank up is my opinion
