Psylocke Hidden Limit

So I found out that Psylocke has a limit on how many Psi-Charges she can get (it’s 99). This is actually a huge hinderance to her kit since it puts a limit on her heavy damage (I mean, the limit is 222K damage, but still) that isn’t specified in her kit. I think this limit either needs to be removed or specified.

And GwenPool opponent defensive AAR rate is not spelled out with numbers per her Combo (think it is 50 Combo ?? by the time the AAR reaches 100%, or 2% per combo meter).
So several other cases where things are not totally spelled out.
So how do you get her to build up the charges while keeping opponent at 0 Power bar the whole time ?
Since you can’t start with a charge (or is there a linked Synergy from someone else that gives Psylocke an initial charge ?)
Do you either have to get lucky and have opponent use an SP “exactly” when they are at a power bar boundary, so they have 0 power afterwards (or they use an SP3, but why let them do that) ??
Or do they have to use an SP, *and then* you have Psylocke use her own SP1 shortly after while opponent is still low, thus draining them totally to 0 power ??
How do you get her charges built up when the opponent is at zero power? When the opponent is at Zero Power and under the effect of the Eneverate passive, every five hits on Psylocke's combo meter gives her 1 Psi-Charge. With the Apoc synergy, every hit, regardless of how much power the opponent has, gives Psylocke a 30% chance to gain a Psi-Charge. This synergy is how you can get such crazy big heavies.
In order to Eneverate an opponent, you need to get them to zero power. You can do this in a few ways. The easiest is to build up to a bar of power and then bait a special from your opponent when they are as close to a full bar of power as possible. Then, you retaliate with an sp1 which will drain them to zero power. Since Psylocke also gains a full bar of power whenever you cause an opponent to dip below a bar of power, you can launch multiple special ones to power drain them to 0.
