Honest Discussion about War Tiers with some unanswered questions

Please keep this thread focus to this topic, hopefully @Kabam Miike can offer some insight.
My alliance has been in Platinum 1 for 6 seasons now. We float in Tier 2 for the x 7 multiplier. When Kabam decided to cut everyone’s war rating in half to reset things and rid the leaderboard of the shells, it was a huge bump for us. At the time we were roughly 50th in the world in AW rating (actual rating on the leaderboard). We were in tier 1 with the x8 multiplier after the rebalance. As a matter of fact, there were roughly 55-60 alliances in tier 1 at that time.
Currently we are 35th in the world AW rating and in Tier 2. Why does Tier 1 continue to get smaller and smaller? What is the premise of this and how could it be reduced by almost 50% in only 3 seasons?
I feel like there is manipulation if it is % based on the amount of alliances. Either that or something is amiss and needs to be corrected. I’m curious of everyone’s thoughts on the shrinking size of tier 1 and also any thoughts that Kabam can relay to clarify the why’s and how’s of such a drastically impactful variable.
