Is punisher 2099 good?

I got 5 star punisher 2099.. But I still have doubts on him to upgrade to next levels.. Is he good or not? What about the new buff? Is it good?

He's better than he was pre-buff.
Pre-buff I'd say he was a 4. Or a 3.
Now, he's a 7

He’s handy in a few situations and quite fun to play I think, there’s no real buildup or cycle to him.

Years ago he was my first or second R5 5* and was fun in a lot of content. Think I used just him for ROL wolverine. Took ages but the heal blocks were ace 😅👌🏼Just special 1 spam all the way!
