Massacre,CW: are they still useless?

Are they still not gd,from the gameplay I think they both are gd,I personally think civil warrior is on HB's lvl, and massacre is better than kingpin,blade,etc.

Massacre was good before the Buff, now he's Great, his Ramp Up is Sooo much easier to start and keep up.

Civil Warrior was Usable before the Buff, now he's got Great Damage Ramp Up and some new Utility/Uses.

Massacre is very impressive in the damage department but no utility. So, I'd rate him under Kingpin maybe on Blade's level.

I also put CW on the HB level, though I enjoy HB more.

I like Kingpin more than Masacre, but I run suicides. In any case, he is definitely a lot more fun to play and will no longer be that champ I mostly ignore when I use Domino.
