I agree with all the members who say it’s overly confusing.

I believe I understand it 100% now.

I just wanted to point out that on a different post from kabam (orange writing).

It said something along the lines of

“You have to beat each tier to unlock the next”

That’s kind of true. Makes it sound like beat it once and it automatically unlocks the next. You’ll have to replay the highest or any other issues he available to you, in order to get enough “things” to unlock the next tier.
