Electro Passive Skill

Electro has a passive skill "Static Shock" that I have always considered OP in War. Attack him and lose your health without him attacking. I have used my 3 star, Level 99 Electro in Arena and his never works. I tested it on a Cosmic and Mystic. I let Drax and Guillitine beat on him, and they never showed damage that was not directly caused by Electro.
