Falter shouldn’t happen during special attacks

The void boss fight at the end of current cav difficulty eq ch2q2 is unnecessarily difficulty given that the falter debuff is allowed to trigger during special attacks.
Suggestion for future boss node buffs: don’t allow falter to trigger during specials.
