Change to Monthly Legends Title

Back in August the following announcement was made

However I know it was also stated that this would not be going into affect, but I can not find the thread where it was discussed. I'm not sure why the original post was not just updated with the information.

Can anyone point me to the post where it was stated that the Monthly Legends Title requirements would not be changing?

I know the story quest requirements were changed and were applied for 7.1 but no update on the monthly requirement of UC/Cav...
