Is Nebula SP1 fixed?

I still fail to see any power drain from Nebula SP1. Did the update fix it?

Read the fine print on how the special works. The utility has never been broken, but it does bring up an erroneous pop up when it shouldn't activate. Opponent needs to be shocked in order for the drain to work.
