Why change Pshycho man?

What was the intention behind changing his heavy loop? He isn't OP and does not seem anyone is using him much.

Or is the data suggesting that he's a very efficient war attacker?

Looping Heavies isn't a bug, countless champs can do it. Are you going to fix other champions too?
