Does he cruelty only stack against evade
champs, or any champ he’s locked on to?

    Yeah he still has above average damage, but outside of evade matches his main strength is utility. He completely shuts down matches like Thing, because he gets no rock stacks or protection. He makes it a completely normal fight.
