Apocalypse don't have 4 persistent charges with cable in Variant 7

I tried Apocalypse with Cable synergy in Variant 7 chapter 1 but Apocalypse never have 4 persistent charges. I restarted the game a few times. Restarted the quest a few times, it's always only 1 persistent charge. Am I missing something or anyone else experiencing the same problem?

You’re using Apocalypse in a game mode that restricts villain use?

You have enter into the fight to get the charges even with cable.

Not using Apoc for the actual fight but for the synergy. And it doesn't say villians not allowed, just 95% reduced damage if you do use non hero.

What I did was to enter 1 fight with Apoc, will get the 4 charges, die, revive with L1(i have tons), then activate horseman.

Use a hero for taking down 90% of defender's health, quit, enter the fight with apoc, win, make a mutant hero horseman, enjoy
