I would like to suggest that the limit for Thor’s armor breaks either be raised, or the limit removed altogether. With the current number of champs capable of reaching insane damage in addition to utility, it only makes sense to allow some of the nerfed champs to participate in the contest at their original levels.

I would also like to see the same with Scarlet Witch and Doctor Strange. We are well past the 12.0 level of the game.

Thor and sw would still be broken, strange would be fine though

I don't think it's actually possible to revive the original Thor damage - due to the change in the way Armor Break works after 12.0, I doubt his damage would go much higher, the same with Iron Fist

His Armor Break at Max Sig is already Almost Double the Potency of Other Champion's Armor Shatters... On top of that you can apply 2!

He's already got Plenty enough Damage (could use more Utility obviously), as well like GrandOldKai said Thor's 12.0 Nerf wasn't simply putting a Cap on the Amount of Armor Breaks so removing it wouldn't return him to that Insane State because of the way the game works now.
