Hulkbuster Unblockable Attacks - Not working

I've noticed that HB's SP1 and SP2, while noted as unblockable, being blocked with a lot of frequency now by several characters (Cap WW2, Civil Warrior, Sunspot in EQ Ch 2.1). Any one else seeing this?

Why would unblockable be affected by Buffet? It wasn’t in the past, to my recollection.
