Hawkeye is NOT underrated in any way. He literally has 2 lines of ability. Guilly 2099 literally does the one thing he does with a ton of utility. Unawakened his damage ain't the best either, especially without synergies.

Elsa's awesome but not that great and her awakening is okay.
