Kingpin Degen not recognized as DoT..?

Was wondering about this one. Now the Skill class global for monthly eq says whenever any damage over time effect duration is shortened, the attacker gains a passive fury.
However, this isn't procing for Kingpins L1 DoT Degen.
Is this a bug? Or is it working a intended?

I brought kingpin once and used sp1 and he was def hitting way harder

another thing to keep in mind is that not all Degens are considered DOT effects: G2099's degen doesn't count for the Cornered Node for example ^_^

But her degen does count towards Polka Dot Power. Which is DoT effect lol
