Parry not working?

When nebula has a well timed block isn't she supposed to parry and apply shock charges or are there 2 kinds of well timed blocks?

    I think its coz nebula doesn't have any shock charges left to shock the opponent whereas in the start she had 4 shock charges so she shocked him

    She should have parried at the same time as applying the shock charges though right? That was how it worked before the parry changes last update at least.

    Here it is working as intended. With a well timed block she parried and applied shock charges.
