Falcon's Missing Teammate

Falcon's buff has been live for quite some time now, and there is still a question mark for one of his "Teammates" synergies. I am now wondering if this spot was originally for Scarlet Witch. That could be wrong, but I think that maybe it was unlikely that they intended for the "hidden character" pic to last this long. If not Scarlet, then who?

    I think it will be zemo because of the falcon and winter soldier storyline. at least thats my hope
