Correct. As one can see, human torch and mags are also missing their persistent charges.

Hey there, we've started rolling out a hotfix (v31.0.1) that should resolve this issue. It should reach everyone to be able to down load in the next few hours, though resetting the game should resolve the issue in the meantime.
