Masteries are not working - Parry, Dex

Guys are you facing the same problem
Masteries are not working like - parry, dex, willpower in any quests or event.
What’s going on.
I tried several times , i restarted game also but still facing the problem.

It might be the incursions bug - it temporarily cuts off masteries.

Yess i played incursion i had this prob then faced it on quests too
