Why does our AQ bracket state advance not expert

Our alliance T.&C. Just started AQ and we're a 9m ally
WE started AQ to see somehow when we came 1000th last AQ we are in advance tier when we didn't get moved down

The same thing happened to our alliance also... I have a feeling that similar reports are about to come flooding in over the next few minutes
