Why Nightcrawler for 1992-1997 Carina’s Challenge?

So the challenge is a reference to the X-Men animated TV show. Everyone except Nightcrawler were the main characters on the show. Professor X and Phoenix were the other two mains that are absent in this challenge. Now, Professor X might make the challenge too easy which is why they excluded him, but why replace him with Nightcrawler when you have Phoenix, who isn’t an OP champ by any means. I find Nightcrawler an odd choice.
