Well, the person who said that does not apparently know.

For 22 hr Solo (22, not 24 hr), they follow a set order, 4 event cycle, order apparently depending on whether you’re UC or other level.

For 24 hr Alliance, it is a set rotation of 8 events, that tracks with the 8-day AQ cycle.

For 3-day Alliance, it is also set rotation, with a sub-rotation of different hero-group-types (Guardian Use, Avenger Use, etc) each cycle, as that general “Usage” spot comes up in the main rotation.

Only one that is Random (but not 24 hr) is the 7 hr Solo, weighted towards the Class Combat ones only because of variety of different “Kill Shot” types they could be (counts as different events, even if same Class).

Or are you talking about Daily Objectives ?
