Ultron evade not working as intended?

His evade is triggering automatically, is that intended? Kind of ruins the purpose of it.

It says "Function (Evade) - Every 7 seconds, Evade all incoming Attacks for 1.5 seconds."

Indicates that it is working as intended, but do agree that it is annoying you cannot parry during that 1.5 second window
