Why do I have overflow items when my bin isn’t full?

In my overflow I have a regular generic 5* 3 to 4 upgrade However in my inventory it says I’m only using 1/3 of my allocation before overflow. A bug?

See if you have another slot that is year specific that’s full. I don’t think the one in the overflow will say the year but it’s probably a year specific. Did you just finish a variant?
