Why hasn't KABAM banned these guys out yet?? What's the wait for?

Guys like these kill all the healthy competition and values promoting short cuts and basically spoiling players and using this game as another source of income and offending the policies of the game. There's literally tons of people like this and talking about this particular guy he's been spamming his "low cost services" on global since 5 hours, for real. And KABAM hasn't taken any action even after reporting. So does the team take any action against these or they're just sleeping peacefully skipping work? Reporting a player doesn't actually feels like it even works. Can any of the game lead confirm if these guys are taken care of or not?
