Warlock doesn't need it, wouldn't give it to IMIW until your roster is more developed, Doc Ock is great and I'd say punisher is your second best option, especially if you have a capIW to go with him

Not many in the tech class need gems. I used a 6* gem on my WL. Dont realy regret it. Dont use a generic though.

I think you have a tech Awakening gem. I'd rather save it for someone else, like starky or guardian.

Doc Ock, for sure. It completely changes his kit in a couple of great ways. Instead of power-locking the opponent, you siphon their power for yourself; and instead of heal blocking them, you siphon that for yourself. I love that.

Warlock's awakened ability is nothing special. It allows you to deal damage when you're blocking an opponent's regeneration, but I've not found the amount of damage to be too significant. Maybe at higher sig, but meh. It's not a bad skill to have by any means - more damage is more damage - but it's not worth a gem to aquire.
