Ultron's Cauterize

I took Ultron to rank 4 this level up event and was practicing his playstyle. Was noticed that my cauterize is not functioning properly cause i read the info and it said It'll linger for 10 seconds after the sp2. But it fall off immediately after the sp2. Am I missing something?
