Apocalypse/Cable synergy not working from the start in quests

When entering a quest (tested also in Cav EQ), Apoc should have 4 persistent charges on the first fight - however he only has 1 - this changes after I win the fight with Apoc, and then I can spend it or keep it, but the first fight is done using 1 persistent charge even though the synergy with Cable is activated.

    All right - apparently I am just being stupid and this is the correct, intended behaviour and how it always has been... Nvm me wasting Internet space...
