HT incinerate not applying

Has anyone else noticed that Torch's incinerate is not applying? The prompt comes up when using the standard MLM combo. Has anyone else noticed this?

Can you give us an example of who you were fighting and where..... I used mine today and he worked fine.

I just used him against SOP darkhawk with no issues

If you had a bleed debuff on you, the duration of torch’s incinerates is lowered by 4 seconds
