Why can mephisto regen like this way?

Mephisto's Persistent Charge will use the souls captured only when his base health is 30% and below. Obviously the regen you saw here is coming from the mastery of your opponent. It's called Recovery.

No obvious reason for him to be regenning like that; Salve won't provide that large a boost, and WP should not be triggering in later shots.

It's due to willpower mastery

And cold snap might be active on him , due to some buff icon glitch it not been shown

Mephisto is immune to coldsnap. How can he regen from a debuff that didn't even trigger on him? (Although I won't be too surprised if that is the case here)

Yeah, the regen seem like rank 1 wp.
But he didn't have detrimental effect on him.
