Can't upgrade champs

Trying to upgrade a 5*, and the upgrade screen tells me I have 5/6 T4B catalysts. But I have 5 in inventory and several more in stash. Why can't I use them?

maybe you're not a high enough level to have 6 in your inventory. just pop some xp boosts and do some paths in act 4
