I mean, I understand that I had 2 Disorient debuffs on me, but Quake's abilities say "Evades all Basic Attacks against opponents with a Concussion.", not "Has 100% chance to evade", so Disorient shouldn't cause the evade to fail. Darkhawk had a concussion the moment of impact.

Concussion = 100%, subtract whatever the percentage value those 2 disorient have on you. That's your chance of evade.
