Grandmaster bug?

Hi guys! As i remember in phase 3 our champion still gain power normally. But i don’t know this is a bug or not, because i can’t gain power by anyway. As you guys can see at 4,8 and 17 combo my powerbar still empty. Sorry i can’t upload video.
