CAIW not shrugging off debuffs

Just fought Hulkbuster and despite having Falcon on my team CAIW didn't shrug off a single shock debuff despite keeping my kinetic charges close to max. Not to mention the game froze, I got stunned buy an sp1 and again couldn't shrug it off...
Have I missed something in a description somewhere?

    Hulkbuster has offensive ability accuracy reduction that stacks with armor up as well.

    Although, it seems shrugging debuffs should be a defensive ability… I can never manage these two

    I thought it could be that too but surely shrugging debuffs is a defensive ability 🤔
