Falcon lock on bugged!

In arenas I have noticed several times that falcon lock on isn't preventing evade from mister fantastic. Rest of the champs aren't evading him but mister fantastic is. Is this a bug or some ability of mister fantastic?

Prob should read abilities, mrf evade chance can go past 100% and since falcon only decreases ability accuracy by -100% MrF can evade
