Generic Rank Up Gems Not Working For Certain Champs?

I recently explored V4 and got some generic 3-4 rank up gems to use, I went to use it to rank up my diablo but the option to use the gem wouldn’t show up, but when I tried to use it on my morningstar the option would pop up to use the gem.
Is anybody else having this issue?
