Is attack tactics still bugged?

I thought attack tactics were back to working so I chose the heal block damage over time one paired with Moleman who has the aw: damage over time tag and then fought Sasquatch. It says 2 debuffs cause healblock, but 5 stacks of bleed and he’s still regenerating.
