Mephisto broke in new challenge?

I'm working on the new challenge and fighting Mephisto. He says that he consumes 1 soul each time he uses his s1. This is not working. Is this intentionally not working in order to squeeze as much out of us as possible?

    The line of bones at the end of the special 1 have to make contact for the charge to expire. It's best just to fight through the regen.
