What are the minimum requirements to unlock October side event/quest?

The game has been very boring this month and the questing experience sucks a lot with parry/dex, input, and game lag issues. I want to know what are the minimum requirements that need to be reached to unlock the october quest/event (hoping there's gonna be some fun engaging content with good rewards).
