Why can't I use my generic rank up gem?

I have one generic rank up gem 3 to 4. I have a lot of rank 3 but the gem can only be apply to one champion which is Xbones. I have some other rank 3 such as Claire, Diablo, Havok, etc. How to fix this?

If it is from Variant there are specific rank up for champ released 2016 or 2017 ..ye sad but true
