Corvus Glaive True Strike not working as intended

Greetings fellow summoners and anyone else who may view this.
Today I was exploring 7.1.3 and found that my corvus didnt have true strike. As shown in the screenshots below, I have proxima on my team and 3 persistent charges. I defeated og black widow and knocked her down for the evade and avengers charge. Defeated cyclops for the mutant charge. I haven't encountered a tech champ on the path hence why I only have 3 charges
