Newish-but-active player looking for alliance

I've been playing 2-3 weeks and am level 30. I'm currently in an alliance, but most other players are around level 15, and the leadership isn't enlisting us in any quests or wars. When they do, only a couple of us participate. Most of the alliances I can see are for extremely experienced players though.

Are there any alliances suitable for low-medium range players? I really want to be in a group where I can participate and be useful.
