You can only rank up your symbiote by using klyntar katalyst which you will get through completing side quest

Yes each progression level has it's own "Final Preparations" objective. You just need to complete one of them access October's

Once you do 100 fights with special attacks you unlock week 3. Same rules apply for week 3 and 4 but week 5 you judt need to complete 1 objective to unlock steve
